A federal judge has ruled that non-California residents can apply for concealed-carry weapon (CCW) permits, declaring state laws that barred such applications unconstitutional. U.S. District Judge Cathy Bencivengo found that these restrictions violated both the Second and 14th Amendments, impacting individuals from states like Idaho and Pennsylvania who are licensed to carry concealed weapons in their home states.

The ruling could lead to significant changes in California’s gun regulations, allowing non-residents to apply for CCW licenses more broadly, just as residents do. Judge Bencivengo emphasized that California failed to demonstrate a historical precedent for such restrictive laws, marking a pivotal moment in ongoing discussions about gun rights in the state.
