An 18-year-old man, Harold J. Carter from Vancouver, Washington, faces serious charges, including First-Degree Robbery and Unlawful Use of a Weapon, after a dramatic high-speed chase ignited by an armed robbery at a Southeast Portland smoke shop. Law enforcement responded swiftly to the incident reported around 1:45 p.m., leading to Carter’s apprehension just 45 minutes after the crime occurred.

During the chase, officers were persistent in their efforts to safely end the pursuit, which concluded at Northeast 111th Avenue and Northeast Sandy Boulevard. Meanwhile, investigators have linked a confiscated handgun to the robbery, heightening community interest in securing additional information about the case.
