The City of Jacksonville is under investigation for potentially violating a 2004 state law that prohibits local governments from keeping records of gun owners. In July 2023, the city instructed security guards to compile logbooks containing information about individuals carrying concealed firearms into city buildings, a practice now halted as State Attorney Melissa Nelson examines whether these actions breach state regulations. The inquiry, which began in April, has led to subpoenas being issued for communications related to the policy from city employees, including high-ranking officials in Mayor Donna Deegan’s administration.

Key documents reveal that the decision to implement gun logbooks coincided with changes in Florida law allowing residents to carry concealed weapons without permits starting July 1, 2023. This development raises significant questions about the city’s compliance with the law, given that keeping such records is classified as a third-degree felony. Nelson’s investigation remains active, raising concerns about the implications for the city and its officials if violations are confirmed.
